With the rejection by the Council of State of the complaints on the 4th mobile licence, the horizon seems to be released for Free. Where are you in the construction of your mobile network
We can accelerate the deployment of the network. We will open the services of Free Mobile early 2012. We already have 500 locations confirmed for antennas and we signed an agreement with TDF for more than a thousand additional. Discussions regarding the shares of sites with operators spend well. We will comply with the obligations of cover, i.e. 27 of the population in January 2012. Free Mobile is a company which has 150 employees today, in Paris and Montpellier, most newly recruited. And approximately 1,500 people, among a dozen subcontractors, work to build the network. It is almost 2,000 jobs in nine months!

Are you confident in the fact of signing an agreement of 3 G roaming with one of the operators
Orange, SFR and Bouygues Telecom have made us offers for a 2 G roaming agreement. With respect to the 3 G roaming, three mobile operators in place have refused to discuss this subject. Yet, this is the insurance for those who will sign with us to financially compensate our arrival. It is a contract of several hundreds of millions of euros. We give up to the end of the year to convince an operator. Today, it is impossible to reproduce their offers "quadruple play". In the event of refusal to grant us roaming 3 G, we will have choice as an adjudicatory procedure.
How are you going to take you to divide by two the invoice of a French family
We will apply the ADSL revenues: we will not be a low-cost operator, but we will have a smart cost structure. We différencierons we by innovation, by building a network any IP, by integrating term mobile capabilities in the Freebox (Femtocell), by adding facilities network that we design, to streamline the construction cost and minimize operating costs. And we will save in marketing. As in the ADSL, our subscribers will be our best advertising vectors. Free marketing, it is 4 employees and 4.5 million subscribers, or 12 million users who are our advertising through word-of-mouth. If we do not révolutionnons the mobile market, it won't. The founding team of Free wants to be mobile only for disrupting this sector, as it did in the fixed telecommunications. We do not have the right to disappoint, we are condemned to succeed. Free Mobile will be a simple offer. What are the needs of the consumer Phone, SMS and mobile Internet at a fair price. Today, the multiplication of offers without real distinctions among mobile operators has unique designed to maximize the benefit of these companies at the expense of their clients. All operators in place managing hundreds of different offers!
What are your objectives for Free Mobile
If you arrive at the market share that we have won in the "triple play", i.e. about 25, we will be delighted. Our ambition: Iliad reaches a turnover of 4 billion euros from here 2015, either a doubling.
But don't you be afraid that in 2012 the mobile market is already locked by the offers "quadruple play" (fixed to mobile) launched by your competitors
The competition authority is autosaisie of this topic. Our main problem today, it is the 3 G roaming. The term "quadruple play" is synonymous to nothing. When we invented the "triple play", eight years ago, this corresponded to services offered on a same equipment. At the rate where are our competitors, tomorrow they added on your invoice the supply of electricity and running water, or even your fridge weekly filling service, and they baptiseront that the "sevenfold play!"
The Government has just published a decree you threatening financial penalties if you do not send email of warning people who pirate, as provided in the Hadopi Act. What will you do
We will start to send email on Monday. We challenge this new decree, which seems to us illegal. Unlike other ISPs, we will strictly implement the law, but only act. Our position was neither marketing nor financial. We have not won a Subscriber by refusing to work beyond what we require the texts and our relations with the independent authority is the Hadopi are constructive. Piracy, it is the negation of the property of others. Creators should be paid for their work. In 2007, the State wished that through a wide consultation an end to the looting. But some majors that very quickly imposed their solutions, contrary to the interests of the French, but also of the creators. This legislation is bad legislation that solves nothing, which is very simply workaround and which does not take account of the evolution of the form of piracy. I think that should return to the original intention and have a genuine consultation with all stakeholders, and not a sham discussion like this has happened. We did not have to trade with the Ministry of Culture on compensation, which is right.
Are you going to raise your rates in the "triple play" following the transition to VAT at 19.6 on the full amount of packages
This new tax will be reflected on the first day of the application of the Act, and to the nearest cent. We do not will be in to increase our margin. But we isolate in our subscriber invoices the amount of "Baroin tax", which will be between 1.50 and 3 euros per month according to the wording of the Act. We will thus make justice to a Minister that wants to restore financial balance of the France by lowering the purchasing power of the whole of the French! The "triple play" has become a well indispensable as water or electricity for the whole of French households, the tax that is put in place a more unfair tax measure.
French operators often complain of being a cash cow for the tax...
This case reveals a bad French. Our country is unable to recognize the existence of technological champions. We are the world leader in television over IP. Each week, operators and leaders from around the world come to study this phenomenon. Free, it's a bit our Google, our eBay, our Facebook! Investing as much as we in this country We will put EUR 1 billion in our mobile network and spend hundreds of million euros per year for the optical fiber. We have contributed to jobs directly and around 3000 indirectly in a little more than a year. The success of the Internet in France are particularly by Nicolas Sarkozy, Minister of the economy of the time, who had the insight to these innovative offers a reduced six years VAT rate. But some mobile operators have diverted use, probably to about 800 million euros per year. Instead of punishing the abuse, it throws the baby with the bath water. This Act will penalize national champions, the consumers, but also subcontractors who were able to develop related markets and export. Even the content industry will suffer, because the development of legal offers will be hampered and piracy will increase!
You have invested EUR 35 million in "The world" and you finance sites such as bribe, Mediapart... Why
These are personal investments. "The world" is a common good. We decided to invest in this institution, certainly sometimes elitist, but necessary, to save her while avoiding falls into partisan hands. With Pierre Bergé and Matthieu Pigasse, we have different political views, which removed us the temptation to exercise control over the editorial by otherwise impossible with the rights given to the editor! As the press online, I invested, only financially and for several years, in most of the initiatives. For Free, we will often against the grain, against the established economic order and by challenging all forms of monopoly detrimental to the French. We need a free press. It remains in France than four major national newspapers of General information which are relatively independent. I think that it should maintain their existence. But it must also promote the emergence of new media.
You fund a multitude of start-up with Iliad, alone, or via your Fund of Kima Ventures. Why
In 2010, we have funded hundreds of companies. It is important to help the emergence of modern capitalism, businesses that will make the CAC 40 of tomorrow. Only new technologies allow to create if quickly this type of business, because these successes are more based on intelligence on the capital. Among the 120 top French companies, only two have been created less than 15 years ago. In the 1980s, we have the emergence of major contractors, Arnault, Decaux, or Pinault, who brilliantly relayed by their children, have developed world leaders. Should the movement continue. We have a wonderful country and many young people who have great ideas of ambition; they simply need a bit of money and especially trust and respect.
