Since more than a year, all the actors of vocational training has been associated with the preparation of the reform that the President of the Republic wished to engage. Because this project is essential, we wanted the broadest possible consensus and trusting dialogue between representatives of employees and companies to propose innovative solutions. Today, of the decisions is time for a simple reason: in this period of crisis, employees, job seekers can no longer wait. Must be a system of vocational training in order of battle. Whereas the social partners are in the final stretch of their negotiations, it is apparent important to recall the ambition of the Government.
We have identified five concrete objectives which will find their translation in the Bill that will present the Government at the beginning of the year 2009. We hope that it can rely heavily on an agreement of social partners, in line with the law on social dialogue.

First, we need better direct funds for vocational training to jobseekers and low-skilled workers. We want to do this, the creation of the Fund for securing of career paths, including the social partners had adopted the principle in their agreement of 11 January on the modernization of the labour market. For obvious reasons of efficiency and consistency with employment policies, framework a convention between the State and the social partners will define the roadmap of this Fund. It may especially to finance the retraining of job-seekers after economic dismissal, access a first qualifying low-skilled employees, strengthen the contracts in alternation. He will also meet territorial inequities that remain today. The social partners are currently negotiating the creation of such a Fund. This is common sense. We will be attentive to be sufficiently flexible and easy to use to respond to emergency situations and "holes in the racket" and with the financial means at height of his ambition through a better allocation of funds for vocational training.
Secondly, we need to develop training in SMEs. Because it cannot continue to operate a system where, in fact, SMEs pay for major groups, should develop a real service to the attention of business leaders to help build training programs tailored to their needs. It must also ensure that the pooling of the vocational training Fund finally works for the benefit of SMEs and the TPE.
Thirdly, we must better insert youth in the labour market by relying on that market, including the formations alternating. Because the alternation between theoretical formation and the company remains the best passport for this insert, we trust the social partners to develop learning and the contract of professionalisation. Need it more open to the public the most distressed. On his side, State will take its responsibilities, especially in coaching and training of those who are left without qualification of the school system.
Fourth, it must better inform, guide and accompany employees and applicants for employment at the heart of the system and not its complexity to provide.
Finally, last objective, we must put the transparency and evaluation in the heart of the system. First, reform approved joint collecting agencies (OPCA) 100 and should reduce their number to more effectively. Then, should improve the transparency and the management of the Fund. Finally, we must give more freedom to businesses by simplifying the administrative circuits and funding. Stop to training a fee to make a real investment.
